On Tuesday, July 22, 2025, the West Perrine Community Redevelopment Agency (CRA) proudly hosted a groundbreaking ceremony for Hibiscus Grove, a new affordable and workforce housing development located at 9948 West Hibiscus Street. The event marked a major milestone in the CRA’s continued efforts to revitalize the West Perrine neighborhood through targeted investments in housing, infrastructure, and community development.
Miami-Dade County Mayor Daniella Levine Cava delivered remarks alongside CRA Chairman Leviticus Gilliard Sr., Vice Chairman Kionne L. McGhee, and members of the West Perrine CRA Board, highlighting the significance of the project and its role in addressing housing needs for working families.
“Hibiscus Grove is a symbol of progress for West Perrine,” said Chairman Gilliard. “This groundbreaking represents not just a construction site — but the foundation for stronger families, stronger neighborhoods, and a stronger future.”
Hibiscus Grove will include 270 new residential units, with a mix of affordable and workforce housing options. Of these, 216 units will be reserved for households earning 60% or below the Area Median Income (AMI), and 54 units will serve households earning up to 120% AMI. The development will also include community amenities and contribute to the overall growth and stability of the West Perrine area.
Community members, elected officials, and local partners gathered for the celebration, which featured brief remarks, ceremonial shovel turns, and renderings of the future site. Light refreshments were provided following the program.
The West Perrine CRA remains committed to ensuring that long-standing residents benefit from the neighborhood’s growth, and that future development reflects the values, culture, and aspirations of the community.
