The West Perrine Community Redevelopment Agency invites the community to the Pre-Leasing Office Ribbon-Cutting Ceremony at Hibiscus Grove on Tuesday, October 6, 2026 at 10:00 a.m. The ceremony will take place at 9948 W. Hibiscus Street.

The ceremony marks a milestone for a project this community has watched rise for more than a year. Hibiscus Grove is a 270 unit affordable and workforce housing development. The CRA broke ground on the site in July 2025, and today the building stands nine stories over West Hibiscus Street, wrapped in floral murals that have become a landmark on the corner.

Leasing opens officially on Thursday, October 1, 2026, with the ribbon-cutting following that week.

Members of the West Perrine CRA Board will take part in the ceremony: Chair Leviticus Gilliard Sr., Vice-Chair Tyreke Spann, Secretary Veronica Thompkins, and board members Willie Carpenter, Kevin Richardson and Rhonda Richardson-Comer.

The community is invited to attend.

When did applications close?

The 2026 application window ran April 15 through July 15. Every application submitted by July 15 is now in review.

You do not need to call, and you do not need to apply again.

How do I check my application status?

All grant applications are managed online in the Neighborly Software portal. Your status updates there before anyone picks up a phone.

My status says “Submitted” or “Under Review.” How long will it take?

The CRA is working to review all applications received, and we appreciate your patience.

All updates are made in the portal as files are reviewed, so your status will change there as your application moves through review. There is nothing you need to do in the meantime.

Who sends the emails about my application?

Updates are sent by Neighborly Software, not by West Perrine CRA. If you are only watching for an email from the CRA, you may miss it.

I never received an email. What should I do?

Check your junk or spam folder first. Neighborly emails often land there.

Search your inbox for the word Neighborly and add the sender to your safe list so future updates reach you.

I forgot my password.

Use the Forgot your password? link on the portal login page to reset it.

Please do not create a second account. A new account will not show the application you already submitted.

Do I qualify? Where are the CRA boundaries?

Grants are limited to properties located inside the West Perrine CRA area. A West Perrine mailing address is not the same thing as being inside the boundary.

What do the grant programs cover?

Residential Rehabilitation: up to $25,000 for owner-occupied homes, up to $35,000 for tenant-occupied properties
Commercial Rehabilitation: up to $150,000 for interior and exterior improvements to businesses and commercial property
